We are pretty cautious about our very own national flag, The Tricolor or Tiranga.

We are also curious about the National Flag hoisting, display and its honor and dignity guidelines.

To answer these questions and understand the dignity and honor of the Indian Tricolor; samaj vikas samvad has prepared these following question and answers,

Ans 1. – Yes The Hoisting, Public Display & Use are guided under the ‘Flag Code of India 2002’

Ans 2. – The National Flag Code of India is comprehensive and unified guidelines of all laws,

conventions, practices, and instructions for the public or private display of the Indian National Flag – The Tiranga.

The National Flag Code of India governs the public or private display of the National Flag by Public, Private, and Government Institutions.

The Flag Code of India has become effective from 26th January 2002.

 

 

What Is Indian National Flag Code? Which Fabrics Can Be Used For Making The Tricolor?

 

Q 3. – The clothing materials, which can be used to make the National Flag of India?

Ans 3. – The National Flag Code of India, 2002 was amended vide A recent central cabinet Order dated 30th December, 2021.

According to the new amendment; The National Flag can also be made of polyester,

also according to the new amended code; the machine made Tricolor Flag have been allowed.

Now, under the new guidelines, the National Flag shall be made using handspun and hand-woven or machine-made technique,

and either of these fabrics including cotton, polyester, wool, silk or cotton khadi can be used.

 

 

What is the permissible ratio and appropriate size of the National Flag?

 

Q 4. – What is the permissible ratio and appropriate size of the National Flag?

Ans 4. – As According to the Flag Code of India guidelines Clause 1.3 and 1.4, the Indian National Flag Tricolor shall be rectangular in shape.

The Flag can be of any size but, the Flag code guidelines specifically mentioned the ratio of the length to the height (width) of the National Flag shall be 3:2 only.

 

 

Q 5. – Can anyone display the National Flag Tricolor at own home?

Ans 5. – According to the Clause 2.1 of the national Flag Code of India,

there are no restrictions on the public or private display of the National Flag by the general public, private organizations, educational institutions, etc.

But The hoisting and Display has to be consistent with the proper dignity and rightful honor of the National Flag.

 

 

What Are the Guidelines for for National Flag Display At Home?

 

Q 6. – What should someone keep in mind while displaying the National Flag at their home?

Ans 6. – As per the Flag Code of India Clause 2.2 guideline,

any member of the general public, any private organization, or an educational institution may hoist / display the Indian National Flag tricolor on all days or occasions as per the central government directions,

The Tricolor can be displayed by anyone in accordance with the dignity and honor of the National Flag.

Whenever and wherever the Tricolor Flag is on display, it should occupy the position of rightful honor and the national Flag should be distinctly placed.

A damaged or disheveled National Flag should never be displayed under any circumstances.

Q 7. – What are the things everyone should keep in mind to avoid incorrect display of the National Flag?

Ans 7. – The Indian National Flag shall not or cannot be displayed in an inverted or inappropriate manner,

the saffron band in the Tricolor should never be in the bottom band position.

 

  • Display of A damaged or disheveled National Flag is strictly prohibited.

 

  • The National Flag shall not be dipped in salute to any person or thing.

 

  • No other flag or bunting shall be placed higher than or above or side by side with the National Flag;

nor shall any object including flowers or garlands,

any kind of symbols or emblem be placed on or above the flag mast; from which the National Flag is flown.

 

  • The National Flag shall not be used as a festoon, rosette, bunting, or in any other manner for decoration

 

  • The National Flag shall not be allowed to touch the ground or the floor or trail in the water

 

  • The National Flag shall not be displayed or fastened in any manner as may damage it

 

  • The National Flag should not be flown from a single masthead (top part of a flagpole) simultaneously with any other flag or flags

 

  • The National Flag shall not be used to cover a speaker’s desk, nor shall it be draped over a speaker’s platform

Q 8. – Are there any rules and Law guidelines for the prevention of insults to the National Flag?

Ans 8. – Yes, In accordance with “The Prevention of Insults to National Honor Act, 1971”, the following should be observed:

 

  • The National Flag shall not be used as a form of drapery in any form whatsoever, including private funerals

 

  • The National Flag shall not be used as a portion of costume or uniform of any description nor shall it be embroidered or printed upon cushions, handkerchiefs, napkins, or any dress material

 

  • There shall be no lettering upon the National Flag

 

  • The National Flag shall not be used to wrap, receive, or deliver things

 

  • The National Flag shall not be used to cover the sides, back, and top of any vehicle.

 

 

What is the right way to display the National Flag in the open place?

 

Q 9. – What is the right way to display the National Flag in the open place or on any public buildings?

Ans 9. – According to the Flag Code of India Section III of Part III,

whenever and wherever the National Flag is flown on public buildings,

it should be flown on all days or as per the government directives from sunrise to sunset,

irrespective of the weather.

Also while hoisting the tricolor, it should be hoisted briskly and lowered slowly.

 

  • When the National Flag is displayed flat and horizontal on a wall,

the saffron band shall be upper most and when displayed vertically,

the saffron band shall be to the right side in reference to the National Flag,

which means the national flag on display should be to the left side of a person facing it.

 

  • When the National Flag is displayed from a staff projecting horizontally or at an angle from a sill, balcony, or front of a building, the saffron band shall be at the farther end of the staff.

What is the permitted timing for flying the National Flag in the open?

 

Q 10. – What is the permitted timing for correctly flying the National Flag in the open?

Ans 10. – As per the flag code Clause no 2.2 (xi), wherever and whenever the Flag is displayed in open,

it should, as far as possible, be flown from sunrise to sunset, irrespective of whatever weather conditions.

 

 

When Should the Indian Tricolor be flown at half-mast?

 

Q 11. – When Should the Indian Tricolor be flown at half-mast?

Ans 11. – Except on exceptional circumstances or occasions instructed by the Government of India. The National Flag shall never be flown at half-mast.

Whenever the tricolor flown at half-mast under government instruction,

the National Flag shall has to be hoisted first to the peak / top of the flag stand and then the tricolor can be lowered to the half-mast position.

In the Evening, before lowering the National Flag for the day, it should be raised again to its peak on the Flag Stand.

Ans 12. – As per Clause 3.44 of the Flag Code of India,

The official privilege of hosting the National Flag on motor vehicles are only limited to the following dignitaries.

  • The President Of India.
  • The Vice-President Of India.
  • The Prime Minister Of India
  • The Chief Justice of India.
  • The Judges of Supreme Court.
  • The Chief Justice of High Courts.
  • The Judges of High Courts.
  • The Governors and Lieutenant Governors Of Indian States & UT s.
  • The Heads of Indian Missions / Posts.
  • The Cabinet Ministers, Minister of State, and Deputy Ministers of the Union of India.
  • The Chief Minister and Cabinet Minister of a State or Union Territory Of India.
  • The Speaker of the Lok Sabha.
  • The Deputy Chairman of Rajya Sabha.
  • The Deputy Speaker of Lok Sabha.
  • The Chairman of Legislative Councils in States of India.

What is the right way to display the Indian National Flag along with flags of other nations?

 

Q 13. – What is the right way to display the Indian National Flag along with flags of other nations?

Ans 13. – As per Clause 3.32 of the Flag Code of India,

when the National Flag is displayed in a straight line with flags of other countries,

the National Flag shall be on the extreme right.

The other nations flags will chronologically follow the tricolor in English version names of the respective nation or nations in the alphabetical order.

 

  • If the flags are flown in a closed circle formation, the National Flag is flown first and is followed by flags of other national in a clockwise manner.

 

  • When the flag is displayed against the wall with another flag from crossed staffs,

the National Flag shall be on the right and its staff will be in front of the staff of the other flag.

 

  • When the National Flag is flown with flags of other nations, the flag masts shall be of equal size.

 

 

How should the Damaged National Flag be disposed?

 

Q 14. – How should the Damaged National Flag be disposed?

Ans 14. – As per Clause 2.2 of the Flag Code of India, if the National Flag is damaged,

it shall be destroyed as a whole in private, preferably by burning or any other method or manner considering the rightful dignity of the Indian National Flag.

 

  • The National Flag, if made of paper, is waved by the general public, these flags should not be discarded on the ground.

These should be strictly discarded in private, keeping in mind the honor and rightful dignity of the National Flag.
